CCTV Compliance in Kuwait — Law 61/2015 & MOI Decision 5003/2015

CCTV is not optional for most Kuwait businesses. Law No. 61 of 2015 requires commercial establishments to install security surveillance systems, and Ministerial Decision No. 5003 of 2015 defines the exact technical specifications every system must meet — camera resolution, recording retention, storage limits, UPS backup, and climate ratings. 120-day recording — the official parameters

Decision 5003/2015 requires all cameras to be recorded for a minimum of 120 days at maximum resolution, 15 fps, calculated at 50% motion. We size NVR storage to this exact formula, so an MOI inspection or court request months later never finds overwritten footage.

Camera specs that pass inspection

Indoor: 3MP@20fps / 2MP@25fps, WDR 120dB, IR ≥20m, PoE, ONVIF. Outdoor: IP66 weatherproof housing with IR ≥30m. PTZ domes: 30x optical zoom, 360° pan, IR ≥100m. The MOI's competent department determines camera positions and counts — we design layouts to their standards from day one.

System architecture limits

The spec caps each NVR/server at 64 cameras (3MP), requires tamper-proof export authentication for court evidence, alarm/event recording, health alerts by email or SMS, and 10-Gigabit uplinks to the control room on systems of 50+ cameras. Larger sites need engineered VMS architecture, not stacked consumer NVRs.

Power & environment requirements

All security equipment must run from UPS with 30-minute battery backup plus 30% spare capacity, bridging to generator power. Outdoor components must operate from −5°C to +60°C — a spec written for Kuwait's summers that cheap imported cameras routinely fail.

Ongoing maintenance is legally required
